Historic environment supplementary planning document consultation
Birmingham has a rich and diverse historic environment with thousands of heritage assets that tell the story of the city and its people, including:
- buildings
- places
- monuments
- archaeological sites
To assist in managing these heritage assets in the planning system, the council has produced a draft historic environment supplementary planning document (SPD). We are seeking your views on the SPD through this consultation.

It is intended that the SPD will expand and provide further guidance on the planning policy that exists within the Birmingham Development Plan.
This will include outlining;
- what is significant about the city’s historic environment
- objectives for different types of heritage assets
- guidance for owners and applicants on making changes to assets
- how the historic environment can contribute to a low carbon future
- a criteria and process for adding heritage assets to the Birmingham local list
- the establishment of a heritage at risk register for the city
- guidance on how archaeological remains will be handled in planning applications
The SPD sets out the approach the council will take when dealing with the various types of heritage assets in the city, to help steer growth and development in a positive direction that benefits Birmingham’s historic environment and the wider prosperity of the city.
Consultation dates
This draft SPD is open to public consultation opens on 8 July and closes on 18 August 2024. We would like to hear your views on its content.
